The SPCF 2013-2016 was prepared through a consultative process by the Government of the State of Eritrea and United Nations System. The main purpose of this cooperation framework is to enhance the well-being of the people of Eritrea, and particularly the most vulnerable.

The SPCF (2013-2016) replaces the previous 2007-2011 UNDAF. The new cooperation framework has five focus areas: Capacity development, Social protection, Energy and environment, Gender and Food Security.

According to the signed framework of cooperation, the UN will mobilize about USD 188 million.

Both parties have already agreed to start the implementation of the programme as soon as the Country programme documents (CPDs) and work plans for various agencies are ready.
